Solid Waste Program Coordinator Community Services -- Solid Waste Position Overview Responsible for the planning, implementation and evaluation of the solid waste, recycling, household hazardous waste and Keep San Marcos Beautiful programs under the direction of the Managing Director of Community Services Department. Performs complex and varied work including contract monitoring, processing pay requests, reporting and compliance with state, local and federal regulations, customer service and community outreach, research, budget preparation and financial monitoring/reporting. Provides staff support to assigned boards/commissions Job DutiesAssists in managing the City's contracts for solid waste and recycling collection services: Monitors the performance of the City's solid waste, recycling and household hazardous waste contractors. Prepares and monitors the solid waste budget, coordinates with Utility Billing and service contractors on customer billing and service changes, processes monthly contract payments.Responds to various types of solid waste inquiries, requests and complaints, conducts field verifications as necessary. Prepares monthly financial and activity reports, analyzes data, makes recommendations on policies and procedures.Processes requests from City departments for solid waste services including but not limited to river/neighborhood clean ups and special events; coordinates collection services. Coordinates with contractors regarding solid waste education and community outreach. Coordinates solid waste/recycling service requirements for new development. Maintains records for household hazardous waste program; coordinates event activities with the Texas Commission on Environmental Quality (TCEQ), Hays County, Texas Disposal Systems, and Green Guy Recycling; completes related reports and submits to TCEQ.Provides staff support to the Municipal Solid Waste Task Force (MSWTF); attends meetings; records/transcribes meeting minutes; monitors and ensures the MSWTF receives information requested from staff.Participates in community outreach events and coordinates volunteers.Assists in managing the City's Keep San Marcos Beautiful (KSMB) Program:Coordinates with local schools to implement anti-graffiti, waste reduction, litter prevention, beautification and recycling programs.Coordinates Adopt-a-Spot/Street recruiting, location assignments and advertising. Tracks and reports cleanup results. Develops volunteer recognition materials and events.Recruits, trains and supervises volunteers to support KSMB programs; supervises and trains fieldwork students and interns.Designs, develops and coordinates flyers, press releases and other marketing material for KSMB.Attends community events to promote KSMB initiatives. Prepares annual report and award submittals to Keep Texas Beautiful.Conducts a variety of administrative and financial support duties:Provides clerical assistance to the Managing Director of Community Services.Prepares correspondence, reports, presentations, organization charts, and/or other types of documentation.Serves as Records Liaison; organizes, updates, and maintains departmental records and filing systems.Updates and maintains the Solid Waste and Keep San Marcos Beautiful website.Generates budget reports; completes budget transfer requests as required.Processes purchase orders, check requests, and timesheets.Researches and prepares departmental grant applications.Coordinates and conducts special projects as assigned.Orders office supplies; monitors and maintains supply inventories.Notarizes documents as requested.Performs other related duties as required.QualificationsMINIMUM REQUIREMENTSBachelor's Degree in related field required.Three (3) years related experience required.A commensurate combination of education and/or experience may be considered.Proficiency in Microsoft Office Suite required.
